There is no specific deadline, you may submit the thesis or dissertation any time whenever you want to publish it.

Who can submit a thesis/dissertation? 

IJESIR welcomes graduate/post-graduate (Post Doctorate, PhD, M.Tech, M.E, M.Sc) works from all countries. As long as your work is a Master’s Thesis or Ph.D. Dissertation / Thesis or Research Project Report.
